After casting a spell from one of the other spellbooks within the Sanctum a fairly large number of times (say, 200, just as an example), the magical parchment will produce an untradeable item, going straight into the player's inventory (or bank, if the inventory is full - if the bank is also full, it drops at the player's feet). Within it, one would find items - magical parchment and enchanted ink - that the player can then add to their toolbelt. It is from the Sanctum that post-99 Magic will get its content. Upon induction into the Council, a new portal is made available to the player on the 3rd Floor of the Guild - along the north wall, a portal to the player's own personal Sanctum - a place within which they may practice their craft and perform their own magical research. Not the leader of the Guild (though this idea is based loosely on the fact that players with 99 Archaeology can become the Guldmaster of the Arch Guild), but among the council of its leaders. So, for starters, those at 99 when the skill cap goes up, and those reaching it after the release, would gain access to a short miniquest at the Wizard's Guild in Yanille, where the player would be inducted into, say, the High Council of Wizards or something. This is the aspect of mastery I thought would play in best with how Skill Mastery is handled in Runescape. This post is merely my suggestion for how they could add new spells once the cap is increased. I doubt I'm the only one of this opinion, but it's my belief that Magic should only go to 120 alongside the other core combat stats (Attack, Defence, Strength, Ranged, and Constitution - combat support skills like Prayer and Summoning can follow later).
